Mary and the Rebellion in England

Mary was in England for 19 years, trying to make deals with Elizabeth. She's willing, again and again, Cecil undermines it. In 1581, Mary puts forward a proposal that she should rule on a co-ruler basis with James. And at that point, of course, it isn't just that Catholics want her on the throne. It's that she is rejected by her own son. But I personally do not believe that Mary was a great threat to Elizabeth herself until the 1580s.
