The Inversion of Loss and Damage
Using climate change as a precondition is not necessarily helpful because why? Because you have much easier detectable signals in the global north. So even if you have strong climate change signals, they're much harder to detect. And so therefore, it would disadvantage the global south if that would be a prerequisite. On the one hand, you have that the countries of the global north are disproportionately responsible for causing climate change,. But also at least in a lot of former colonies responsible for some of the high vulnerability.
