A dominant party parliament often actually leads to at least a superficially better functioning parliament in terms of productivity. On other aspects, a dominant party or hegemonic party can prove to be harmful. For instance, one of the striking characteristics of the last two parliaments is that fewer bills are being referred to committees. And this, I think, has been disastrous.
