Investigators find out that after it had been loaded up, 13 palets had also been moved farther aft than indicated on the loading sheet. It turns out some of the palets had cargo that overhanged the edge, so they couldn't fit properly in the plane. Some of them were overloaded. So they were like, welre, let's take em all out.
