The Fear of Black Consciousness

I was kind of thinking about how that mapped on to how we might think about reproductive rights and it seems that perhaps there's a comfortability with black people reproducing and having babies whatever but what is the fear is that people might have a consciousness to make their own decisions about when and how they reproduce their families.
