The Cold War Was Peaceful Because of Nuclear Weapons
Nuclear weapons made it less likely that a direct war would break out between the two super powers. The more states have nuclear weapons, the more likely you'll have some sort of miscalculation or avertent war,. So i don't think kenneth walts stake was particularly convincing.
