The Myth of the Strong State in India

The Raj was a not very well functioning state, but it was also very diverse. And so when the Indians inherit this structure, they inherit something without a whole lot of power. So what do they do? Do they just use the machine that they've inherited? No. All of the seminal projects of the age are developed at a distance from the existing administration. There's no law that established the planning commission. These things are just established by a resolution of the government of India.
