Is the Constitution a Means of Insuring Legislative Independence?
The founders were trying to insure legislative independence. The idea was that the executive branch should be barred from using their investigative and prosecutorial powers against legislators when they 're actually acting as legislators. So it's there basically, as you know, a means of insuring legislative protection from persecution by the other branches.
