The Cultural Shift in Intelligence After 9/11
I think what you're seeing is the results of a cultural shift in intelligence that occurred after 9-11. The phrase in the intelligence community became, hey, we need to shift from need to know to need to share. And it was sort of the stovepiping of intelligence in the various agencies that prevented really more people from connecting the dots. So I think that now there has to be a corrective back.
