The Importance of a New Leader in Deuteronomy

Moses' death sets up a major issue that's addressed in chapter 31, which is who's going to succeed Moses after his death? And so we get Joshua. Why is it important that we get this new leader mentioned here in Deuteronomy before Deuteronomy is over? And then why is Joshua chosen to be that leader? We never have any explicit reason for that choice. But if you go back to the narratives, if that leader who leads them into the promised land is to be one who experienced the Exodus originally, we have two candidates.
