Is the Simulation Hypothesis a Simulation?

Do you think the simulation hypothesis has any value normally? I don't know what people mean when they say simulation hypothesis. It could mean that our entire natural universe, or what we might call the physical universe, is running in some kind of machine in another universe. In that case, it doesn't solve any problem.
