The Case for Clifford Norton's Fire
The executive order did not get officially repealed until Obama did so in 2017. It didn't even get really modified until the 70s. This wasn't some force of law going to get arrested on the spot. If you don't fire someone, that's just not how this works. The case for his hands were tied seems extremely weak to me.
