How to Operationalize Empathy
In order to have empathy for others, you first need skin in the game yourself. Vulnerability implies that its functioning itself has to be affected by its decisions. A more advanced version of that is just if a robot navigating a physical or simulated environment decides on a behavior that causes it to collide with an obstacle. That should affect its ability to navigate the environment after one decision.
