True caller has a database of 5.7 billion contacts, even though it only has 300 million active users. Google's play store doesn't allow an app to publish contact information if the user hasn't given explicit consent. But true caller bypasses this by working with four manufacturers that pre-install the app on Android phone sets and nudges people to sign up using web browsers.
