Is This a Crisis?

In order to staff all these beds, we have to pull people out of their other work. And so we are canceling clinics, we're canceling surgeries. So you're talking about numbers like 160, 170% of capacity if my arithmetic is good. Does that teach us that capacity was an imaginary term anyway, and you actually have more capacity than you want? Or is this a crisis?
