Most countries that would have gone nuclear in a different set of circumstances decided for various political reasons not to go nuclear. Japan has several tons of plutonium that is separated out from its reactor materials so that they could reuse the uranium. North Korea has been working on nuclear weapons and then got there, primarily because nobody was paying attention to it.
