The Liberal Constraint in Democracy

Liberal certainly constrains democracy in the sense of commitment to the rule of law and a set of rights. But if we had a properly functioning democracy, then the constraints would be needed. The problem is that the overall system isn't well designed. We don't have a democratic majority because of the Senate where two senators can represent a very small population or a huge population.
