Is There a World in Which the Internet Isn't Built?

The internet wasn't designed it was like the result of a bunch people who were doing things that interested them, all kind of intersecting and building upon each other. Why would three or four tech giants partner to make a medavers when they already spent decades and billions constructing one of their own? The way the way society is made, the way internet works, that's not ever going to be a thing.
