Leopold's Master Plan

King leopold's master plan is to create the congo free state, which is a supposedly independent african nation that just happened to also be ruled by king leopold. So he went about doing this in a few ways. He hosted the brussels geographic conference, where he invited a bunch of european experts to form the so called international africans association - with no africans as members. In 18 76, Leopold said: "To pierce the darkness that envelops entire populations is ... worthy of this century of progress"
