Despite the plan to immediately attack if a u two was shot down, kennedy decided to wait and see what happened. They thought that maybe this was some kind of accident. A few hours later, word arrived that another us. Reconnaissance plane had been shot and struck, but did not crash. And we didn't end up attacking after that either.
