Cambodia was in the middle of a civil war against communists. Princey Hennep went on vacation to fat camp when things got hot politically. While he's away, parliament votes to withdraw confidence from him and demand that he relinquish office his head of state. He brokers or gets a meeting set up between himself and the Khmer's rushes. And he agrees that he will support them now if they will back him as being the head of state once they take power.
