The idea that Britain didn't have a revolution was built into imperial history. One of the big reasons is down to the Conservative Party, he says. The party learnt from other ruling classes on the continent, particularly in France. And they saw that they couldn't just keep the masses at bay. They needed to surrender if they were going to have a future.
