When you're deploying algorithms that are divorced fromwhat possibly happening on the ground, there can be real harms in that application. And so it's a matter of figuring out how these algorithms, which can be powerful tools and also problematic tools, but can bepowerful tools for good. A lot of government agencies don't really understand exactly what these alcarithms are doing, or how they work,. And so then they deploy them. It's puts the question of agency in takes it realy out of the hands of the practitioners. There's all these different gaps in this massive stakeholder environment that then function but really impact people in need.
