American leaders had flirted with annexation for some time, but never felt fully justified in claiming the islands as U.S. territory. That finally changed in early 1898, with the outbreak of the Spanish-American War. The people of Hawaii were clearly opposed to annexation, but in the end, their consent was deemed unnecessary.
