The Evolution of Polytechnics

The Passage of the Further and Higher Education Act in 1992 allowed polytechnics. So these are institutions that upgraded to university. But you wouldn't call that like a totally new university, would you? That's a pre-existing thing taking the next evolution. I don't know, Gray. I think we're getting lost in the weeds here.
