There hasn't been too much of a correlation yet I think in addition to policy culture plays a big thing too. In Switzerland folks are pretty happy because you know ETH and EPFL should kind of leading technical institutions there have a pretty well set up program which is fair. There's generally an argument against standardization but having predictability visibility into what deal an adventure might get will actually help the fundraising environment. The government has quite a big role to play because a lot of institutions are funded through the government and therefore the government has leverage in this debate.
