Rin: The most important thing was to avoid the spread of a panic. On some level, they must have all been aware that the soviet union was being glued together by a certain kind of magic. So when something like this happened, they said, cut the phone lines and no one comes and n goes,. because if this spreads, who knows there is. That is essentially how the berlin wall came down.
