On September 11th, 1831, Joseph Smith dictated a revelation that was meant to ease of the anxieties of people wanting to go to Zion. He wanted a slower, more orderly gathering because they were having difficulty in Missouri accommodating everybody all at once. So just Smith writes, use every effort to prevail.
