Minneapolis remained one of America's most racially segregated cities. The city had remodelled the nicolette mall, a prized pedestrian shopping district. A sprawling new target on the mall with a towering glass encased bull's eye proclaimed the company's premacy. In two thousand and nine police department made nearly nine thousand arrests in the safe zone. This april Department of justice announced an investigation into the min Minneapolis police department for potential patterns of racial discrimination and excessive use of force.
