Is the New Deal a Monarchy or a Monopoly?

The capacity for non-motivated individual reasoning is very slight and almost not found in enough people to be worth bothering with really. But yeah, something I've definitely rethought a lot in the past few years is just the capacity of people to engage in motivated reasoning. In the next regime, do we see a kind of continuous monarchy, a continuous rule by one or is it just more FDR like there's a monarchy and then it builds an oligarchy that kind of persists into a future? Which one of those two is closer?
