He becomes a prophetic voice, although he doesn't say so, I don't think most prophets probably do. In chapter two he briefly runs through Amos, Micah, Isaiah, and then Jeremiah again. So this is the prophetic voice constantly warning this small group of people that they need to like straighten up or else bad things will happen.
