The Role of a Developer in Django Software Foundations

Django software foundations, a nonprofit. So we're not allowed to directly pay for code. For example, Carlton is a community manager. How do you guys work around that with something like a dedicated programmer position? Or at least that's been our understanding of a nonprofit in the US.
