Is There an American Substitute Ready?

The Chinese export about $530 billion of product to the United States every year. The Americans export about $120 billion. And Trump is saying, I'm going to impose tariffs in order to bring that down. He has misjudged what he's trying to do because there isn't an American substitute ready. It takes 20 or 30 years to rebuild U.S. industrial power hiding behind tariffs.
