The New Idol, Nietzsche's View of the State in the Greek State

The state is simply the social order manifest into a political form. It's the use of force to back the social order that's beneficial to the stronger who are the ones who established it, right? And so he must contrast this view of the state given here in the Greek state against Nietzsche's comments in, for example, the new idol.
