The Interpretation of the Forest Conservation Act
There is no dictionary meaning of forest really in it and every state is interpreting its own. So basically what the what the Supreme Court in 1996 said that there is all lands on which the dictionarymeaning of forest is applicable should be considered forest for the purposes of the forest conservation act. The government is trying to say that from here on with the coming in of the new Forest Conservation Act, you will have this this is what the act will apply on. This is what it won't apply on.
