The Evolution of Aspirated Sounds

There is a family of languages in the east which includes Assamese, Gurdia, Bengali and the Bihari dialects into UP. There's almost like a tectonic plate that is an inculition between that area and the area to the west where there's gender but also funny pastences. This seems to coincide with the people who were there before the Vedic people came. Why do some languages have some sounds which other languages don't why should a sound evolve in a particular way?
