Admiral Spruen is one of the greatest sea-going admirals in American history, and that's undeniable. He chooses Indianapolis as his flagship not just because Indy was designed to be a flagship,. But also, Indianapolis claimed to be, or rather, Spruen's claimed Indianapolis as his hometown. Part of the theory is that he wanted to sail aboard Indy.
