The Civil Sovereign
One of the major principles of his political philosophy is that the sovereign is singular and unique. If there's going to be a public church, ant has to be controlled by the civil sovereign. But it would also be doubly odd for him, because he was obviously cle of the religious law - but they're not the sovereign.
