The Green Bank Telescope, the World's Largest Radio Telescope
The green bank telescope is the world's largest sterable a radio telescope. We can detect the equivalent of the arisibo planetary radar, all the way to 400 light years away. If you assume an advanced civilization, it's not hard to imagine that they could have a transmitter that maybe a thousand times more powerful than arisibo. And that transmitter would be detectable throughout the entire galaxy ranso.
