I come from an era where the only reason we even had any kind of affirmative action where people of color were allowed into certain jobs was because of federal intervention. I think that what we see being fought out across the country used to be in the South, but it's not just in the South anymore. And clearly, some of these states have have systemic issues that have existed for a very long time when it has come to spending federal funds.
