Contracts and the State of Nature - I Don't Have Any Obligations

Moser le is not saying that if you haven't made a promise, you don't have any obligations. But when you undertake contracts and you promise to others, then you do have these obligations that you owe to others. This is a conception of natural law that just natural law tells me what's good for me in virtue of the fact that it's good for I to do.
