Sinking morally about espionage and counter intelligence is an instance of a more general fiend of inquiry to do with what political actors in general are morally allowed or morally obliged to do for the sake of their fellow citizens. So there is a sense in which the problem of espionage and counter ent is not a distinctive problem. We can help ourselves to fairly familiar areas of tinking in moral philosophy. If you are a consequentialist, you can develop a consequentialist account of the esics of espionage.
