Tom Flowers was a co-commander with Lords who were amongst the best of their era. The story might be better known than one would think in that region, in the southern portion of the region. House Caswell has participated in many of the famous Civil Wars and Westerosi history because of its well-trafficed location. Nina says it may also be a very local sort of fame, or one most prized among members of the Caswell family. It's only vaguely known about by, say, Jamie, maybe because she's not a warrior and Jamie's like upbringing was obsessed with stories of war and stuff like that.
