Why would the communist party, increasing and continuing today, create new mechanisms for this kind of bottom up participation? Does the party see these as avenues for building regime loyalty? Or does it feel that some sort of participation is kind of necessary from a regime surv b to create citizens s as stakeholders? My answer, i guess, would be a little bit of all the above.
