President William McKinley was getting called weak by the Hearst Papers for his pre-Spanish-American war pledges not to annex the Philippines. He came to see the light, however, adopting a policy of what he called " benevolent assimilation" The Filipino fight for national liberation would continue until the summer of 1902 - well after McKinley's death.
