In rural areas, i also think you didn't have a problem with really bad selection. I don't think the model works as well in urban areas. There are companies that do operate in erbin areas. Tan leverages at about the same rate that progressive leverages. Progressive uses leverage the same sort of way. So it probably will borrow about a third. It might be 30 % debt to equity or smething.
