When there's a foreign policy crisis or diplomatic crisis, it very rarely just has to do with the state department. There are usually implications today for the defense department, treasury and justice departments. And when you are talking about issues that all encompassing, they're going to touch on matters of war, state finance and then of course, the attorney general. So it made sense that when he was talking about these things, he wanted to have all their input. He liked an efficient process.
