What Is a Congressional District?
Rick Plutter: Some of those offices at the state level are very important in how federal elections, the national elections, are run. He says Michigan actually has not gained population compared to other states. So we have lost some of these provincial districts, these congressional districts. We're now down to 13. Most of them are still not very competitive. They lean more towards Republicans or Democrats.
