In the 19th century, syphilis was basically straight AIDS. Even in spite of that, people still went and had some prostitutes. The army's other big problem was is VD was regarded as a self-inflicted injury. And it's also really hard to stop young men who you're not worried about being mad at 80 when they're not fit.
