Franco tried to present himself as the main reason why Spain did not yet again break out into the Civil War. For 13 years, Spain has been ravaged by a succession of famines known as the Years of Hunger. Franco's solution to Spain's woes is to bring free market capitalists into his government. Modernising reforms are introduced, which rapidly revived the struggling Spanish economy. Some historians believe Spain's rapid growth happens in spite of El Codeo, not because of him.
